本文在界定社会救助的概念并分析其特征的基础上,指出了我国现行社会救助制度存在的四个主要问题,并对问题产生的原因进行了具体的分析。这些问题是:观念偏差,认识不足;政社不分,政府全能化,垄断社会救助事务;社会救助法制化建设滞后;救助范围极其有限,救助标准长期偏低。我国要健全现代社会救助制度必须从四个方面进行努力。

On the basis of defining the concept that the society succours and combining its characteristic of analysis, this article points out four main problems of the existing succoring system in our country, and carries on concrete analysis to the causes that the problems bring about. These problems are: idea deviation .insufficient known by the public;the function of the society does not distinguish from that of the government, the government monopolizes the affairs of society succours; legal construction of succoring lags behind; limited succoring range;low succoring standard for a long time. The country should improve the succoring system from the above respects.
