本文通过对人民代表大会制度与西方资本主义国家的议会制相比较,阐明人民代表大会制度本身的政治 特色和优越性。要使人民代表大会制度的优越性得以充分发挥,还必须对它进行改革和完善,改革只能从实际出发, 循序渐进,而不能超越社会主义初级阶段。改革和完善人民代表大会制度应从改革选举制度、代表制度、议事制度、 处理好人治与法治的关系、加强人大对行政和司法的监督和重视非政府组织的作用入手。

This thesis will illustrate the political features and the advantages of the people's congress system by comparing our people's congress system with capitalist parliament system.In order to bring the advantages into full play, the people's congress system should be reformed and improved gradually and can not surpass the primary stage of socialism. We can reform and improve the people's congress system by means of reformin electing system and representative system and discussing system, making a clear distinction between ruling by law and by men, strengthening people's congress' supervision to administrative departments and judicial departments and attaching importance to non-government organizations.
